Why did Bill Clinton start the policy and why is Bush Jr. continuing it?

foreign nuclear weapons labs.. EVen worse.

I happen to know that many iranians, a disproportionate number, are studying chemistry in some of the top london universities, at PhD level, and - very suspiciously - going back to iran once they qualify.

Why do universities invite them?  Why don't they study in their country?

They are not all stupid..

Pakistanis are cleverer than Arabs.
Iranians are not arab.

You are right though that their countrys are in a shambles. Islam does mess them up alot.
But some have talents in whatever area.
They might use it for a bad purpose.
And a talent in physics or chemistry won't provide them with the skills to live together and build their own learning institutions with academic freedom.

They are certainly stupid in many ways. There are no muslims that are clever all round, that's for sure. And one very very intelligent ex muslim pointed out to me, muslims are not good at abstract thought, the clever ones might do applied mathematics, but almost never pure mathematics.
