NOW I UNDERSTAND.  You want security.  The safest thing you can do with your money are T-Bills.  (Short Term Treasury Bonds).  They are LEGALLY, THE first priority of a government.  and if the banks collapse (maybe a 5% chance of that), you will STILL be safe.   TIPS are a variation of these T-bills that are protected from inflation... and are quite popular now.

The only thing safer from disaster than that is Gold or some other real asset.  Assuming there is a complete and unrecoverable collapse of the economy (SOomething that has never happened), something along the lines of a Nuclear attack..  then gold would probably be the best.

HOWEVER... Gold is not really a good investment.  Its value goes all over the place... and could easily half (or double) in value in the blink of an eye.  AND.. its return over the long term is very low in real terms (Adjusted for inflation)

I've heard Cayman Islands has quite a bit of offshore accounts for transferring money.
