The Pakistani government is probably behind this.  Their intelligence services have deep ties to Muslim terrorist groups all over the region and a bunch of Kashmiri smugglers and farmers could not come up with this type of plot.  The Pakistani government is weak and have come under intense fire from their Parliament and fellow Muslim travelers.  The Taliban is threatening to overthrow the Pakistani government even though they have placated them for all these years.  The recent missle strikes in Pakistan by NATO forces really riled up the Taliban and the Pakistani government needed to shift focus to something else.  You'll see that every time the US strikes a bunch of Muzzie terrorists in Pakistan that there are terrorist attacks in Afghanistan or India.  This is to help cover the Pakis behinds so they can bring all their Muslim friends together and not be the center of attention for the Taliban.  It's evil trying to triumph over a worse evil.
