La méthode Holbrooke, du Kosovo au Pakistan

L’administration Obama a contraint ses principaux alliés engagés en Afghanistan à modifier leur organisation administrative et à désigner un interlocuteur unique à l’ambassadeur Richard Holbrooke pour créer un « groupe de contact sur l’Afghanistan et le Pakistan ». De cette manière, Washington espère dépasser les résistances nationales et mobiliser le maximum de moyens, militaires et civils, au service de l’OTAN.

L’ambassadeur Richard Holbrooke, un diplomate notoirement lié à la CIA (services secrets), s’est rendu célèbre en créant la Fédération de Bosnie-Herzégovine, un État fantoche placé sous l’autorité d’un Haut-représentant de l’Union européenne. C’est également lui qui a organisé la conférence de Rambouillet visant à rejeter la responsabilité de la guerre du Kosovo sur la Serbie, alors même que l’intervention militaire était déjà décidée.
Au cours des guerres de Yougoslavie, Richard Holbrooke avait mis en place un « groupe de contact » qui avait permis d’impliquer les Européens dans les opérations militaires successives.

Le Royaume-Uni a étendu les pouvoirs de son ambassadeur à Kaboul et chef de poste du MI6 (services secrets), Sir Sherard Cowper-Coles, et la France a nommé le député Pierre Lellouche. Tous deux ont déjà eu l’occasion de travailler avec Richard Holbrooke durant les guerres de Yougoslavie : Sir Sherard Cowper-Coles était le conseiller spécial chargé du Kosovo auprès du ministre britannique des Affaires étrangères Robin Cook durant la guerre. Pierre Lellouche avait été le parlementaire le plus actif lors des bombardements de l’OTAN, en 1999. L’Allemagne, quand à elle, a désigné l’ambassadeur Bernd Mützelburg. Ce membre éminent du BND (services secrets) a joué un rôle central dans le déclenchement des guerres de Yougoslavie en organisant la reconnaissance de l’indépendance de la Croatie et de la Slovénie, alors qu’il était le conseiller principal du ministre allemand des Affaires étrangères, Hans-Dietrich Genscher. Il avait travaillé à l’époque avec Richard Holbrooke sur la question des réfugiés. En 1998-99, Mützelburg (alors officiellement en poste en Estonie) avait été le conseiller de l’ombre du chancellier Gerhard Schröder pour le Kosovo. Il n’avait rejoint son cabinet qu’une fois le conflit achevé.

Tout se met en place pour extension de la guerre au Pakistan, tel qu’annoncé par le président Barack Obama durant sa campagne électorale.
