Because the planet's vegetation breathe in CO2, and release as a waste product O2, then it stands to reason as common sense that all that is necessary to alleviate the situation which you describe, is constant reforestation, augmented with large scale cultivation of all varieties of green plants.
Or; a more immediate and pragmatic approach to the problem you describe in your post, is for brilliant UN scientists to release super-plague in over-populated areas of our planet, for which there is no antidote available (except, of course, for each and every world leader & dictator, all of their families, and all of their necessary governing bureaucrats).
Human beings breathe O2 & release CO2, so a mass extermination of them will reduce carbon emissions to a "sustainable level"; thereby allowing the unrestricted use of industrial production & oil use. Such an answer is best, because no one will have to suffer longer than 24 hrs., no individual or government will be "guilty of committing genocide", the available money supplys worldwide will be more equitably distributed to the survivors, and the spectre of famine will end due to agriculture easily supporting a drastically reduced population.
Result: cost to our global economy virtually zero; immense benefits to all.
