WASHINGTON: Brushing aside Indian concerns on American assistance for Pakistan, the United States has said the Indians should not worry about Washington’s support for Islamabad and rather back the effort to ratchet up its neighbor’s ability to overcome economic and militancy challenges.

Robert Blake, Assistant Secretary of State for South Asia, rejected the reported contention by visiting Indian parliamentarians last week that Pakistan might divert U.S. aid to build up its forces against India.

The senior diplomat acknowledged Islamabad’s focus on tamping down militancy in its troubled areas and reaffirmed the Obama Administration’s commitment to dramatically increase economic assistance for Pakistan.

“I do not think India needs to be concerned about U.S. assistance to Pakistan.

As you know, the new focus in terms of our relationship with Pakistan is to dramatically increase economic assistance to help that country overcome its economic challenges and to extend the writ of the government to other parts of Pakistan,” Blake said, when asked about his response to Indian MPs’ concern that Islamabad might use US aid against their country.

“All of those things should be very much in India’s interest as well. I think the people of India should support and agree with what we are trying to do,” Blake, who received a delegation of Indian MPs last week, told PTI, according to a transcript of the interview released Tuesday.

When pressed on Indian MPs’ concerns, Blake responded by saying “Again, I do not think that they should be concerned about that. Pakistan is increasingly focused on dealing with the extremist problems in its own country. We have seen very important progress that has taken place for example in the Swat Valley. What is important to note is that not only is the Government of Pakistan taking this action, but this action has garnered strong support from Pakistani people”.

“We think this represents a very important development and we should give the Government of Pakistan encouragement to continue this process of confronting the extremists inside Pakistan,” he added.

In answer to a question, Blake said Washington intends to continue to consult very closely with our friends in India on Afghanistan and Pakistan.

“Afghanistan and Pakistan are strategic priorities, but I do not want to imply that comes at the expense of India. India will continue to be also a strategic priority for the United States,” he stated.

KABUL, Jan 23 (Reuters) - India is to give Afghanistan another $100 million in aid, taking its total assistance to Kabul to $750 million since 2001, Indian Foreign Minister Pranab Mukherjee said on Tuesday.

Bilateral relations have blossomed since the Taliban regime fell just over five years ago, and this has caused some concern in Pakistan, Afghanistan's neighbour and India's old rival.

"Indian-Afghan bilateral relations are fast developing into a partnership which is very special to us," Mukherjee told a news conference with his Afghan counterpart, Rangeen Dadfar Spanta.

"We are glad to be able to contribute to the reconstruction and rebuilding of Afghanistan," he said.

Mukherjee said he would extend an invitation from Indian Prime Minister Manmohan Singh to Afghan President Hamid Karzai to attend a south Asian summit in New Delhi this year.

The seven-member South Asia Association for Regional Cooperation has agreed to make Afghanistan its eighth member.

The two countries also announced new projects under which India will help establish small projects of less than $1 million and train civil servants.

Both Mukherjee and Spanta said better relations between India and Afghanistan were good for peace in the region.

Asked about Pakistani concern over warming Indian-Afghan ties, Mukherjee spoke of talks he held in Islamabad this month.

"During my last visit to Pakistan I emphasised the need of India and Pakistan coming closer together so that we can provide peace and stability to the whole region," he said.

He said he had asked Islamabad to extend land transit facilities to Indian goods and services going to Afghanistan. Pakistan had yet to allow the movement.

New Delhi is providing help to Kabul in a number of fields including health, education and infrastructure.

India is also helping Afghanistan build a new parliament which Spanta said symbolised India's commitment to human rights and democracy in his country.

Yes, India's government has all too often been one of self-hating Muslim Nazi appeasement. They even helped the LTTE in the '80s. The Tamil Tigers thanked Rajiv Gandhi personally for that.

WASHINGTON: Observing that the ISI continues to maintain links with terror outfits like the LeT and JuD, a former top CIA official says the US
needs to be tough with the Pakistani establishment and send a clear message to it that it cannot pursue a policy of "selective counter-terrorism."

Pointing out that the ISI today is in a "mortal battle" with the Pakistani Taliban in the restive Swat valley, Bruce Riedel, who co-chaired the inter-agency committee of the Obama administration which formulated the Af-Pak policy, said Islamabad has been pursuing "selective counter-terrorism" measures.

"In the Swat Valley, the Pakistani army and the ISI are fighting a very serious struggle against a part of the jihadist infrastructure. ISI has also been helpful in fighting part of the al-Qaida infrastructure.

"But the complexity, the problem is that ISI continues to have relations with groups like Lashkar-e-Taiba, with whatever its new name is and with the Afghan Taliban. It is a very complex picture. It's selective counter-terrorism. What we need is uniform counter-terrorism," Riedel said.

On the release of JuD chief Hafiz Mohammad Saeed from the house arrest in Pakistan, he said the Obama administration should take "a very hard line" about the release of the mastermind of the Mumbai massacre."
