Anniversary of Serb Krajina – Great Exodus

I understand that Milosevic was under heavy Western pressure and could not use all the military might of JNA against the Croatian separatsts, otherwise he risked to get military intervention of the European countries into Serbian mainland. Could he perhaps organize Krajina Defnce Force (without publishing that Belgrade was involved) and reinforce it with JNA commando units?

Its logic that you assume that, but I do not believe that.
In 1990/91 the Western world did not recognize Croatia and Bosnia, only Germany and Vatican did. European Community and the US did not recognize Croatia in 1990/1991. In 1991 according to international rights Croatia was integral part of S. F. R. Yugoslavia. Like any other recognized country Yugoslavia was allowed, according to its constitution even obligated, to disarm and punish all separatist movements.
When JNA arrived 40 km near Zagreb, Belgrade ordered the withdraw of the army.
The problem was the army did not have a command. During these moments Milosevic was not at all pressured by Western powers! He was supported by them.. They loved his passive attitude..

He could not leave the Krajina Serbs alone in 1991. He did the right thing to prepare Krajina for defense against Croatian aggression. When Krajina Serbs achieved results, he turned this back against Krajina.

Sounds like they exerted powerful pressure on him during private meetings, and then when he had to give in, they were telling him "good boy"..
