Albania used to be the most closed country of Europe during Communist regime.
They would keep their borders and communication totally closed until they need someone, they'd open them temporarily for that country only and than close them again.
First they were allied to Stalin and than to Communist China, but the regime remained quite Stalinist.
This system lasted until 1991 (as supposed).
During the reign of Enver Hoxha, they would expel or murder any political opponent or a religious person. It was hard to emigrate legally, this is why Albania at that time produced so many illegal immigrants, mostly into neighboring countries (Greece, Italy and Yugoslavia). At that time, Yugoslavia was the most open of these and beyond. All this is also the reason why Albanians outside Albania are more religious (and have more fanatics) than those in Albania.
By the way, this is not an apologia for Albanians, just history.
