No he is saying that the American gentiles should build a new America.  I guess he means they should revitalize it to what it should be.

Well, Jews were instrumental in the creation of America as they were in most other major historical events.  So the likelihood is that G-d will continue to use the Jewish people to shape future events in many countries.  :)
