Unless the toy has a place to plug in a power adapter it becomes complicated... You would need a 9 volt adapter and wire it into the battery connections in the toy. The problem comes in with the fact that the 9 volts are direct current ( DC) and the wires  from the power supply have have to be connected in the toy in the correct polarity. Also regular batteries do not like to have outside voltage pumped into them so they would have to be left out. If its something kids play with its best not to alter it more so since the toy is then  being plugged into wall current.

Get an ac adapter matching the voltage of battery required for the toy. The adapter comes with a male pin. Cut that off, then you should have a set of 2 exposed ends of the wire. Use a multimeter to determine the polarity of the 2 ends. Match it with the polarity of the battery terminal inside the toy. Tape everything nicely, so no part of the metallic wire is exposed. Switch on the adapter, and your toy is ready to work on electric power supply.
