Was kept in "Administrative Detention" and never committed a crime, nor charged with one, yet was denied basic rights, denied phone calls, visits or even tefillin.

Yes he authored the piece.  I do not know him so I could only guess how old he is.  He looks pretty young in the youtube videos where he says he wants to be more extreme than Rabbi Kahane zt"l.  And that was the 80's.
