Legalizing marijuana is civil rights issue?

This is such a tough issue.  On one hand, people should have the right to their own vice, no matter how unhealthy, but on the other hand, pot can have terrible long term mental consequences, and certifiably hurts a society as a whole.  I still don't know where I stand on this isuue.
