The terror threat will increase in the coming weeks as the diplomatic process between Israel and the Palestinian Authority progresses, Shin Bet (Israel Security Agency) head Yuval Diskin told ministers in Sunday's weekly cabinet session.
"This is not just an assessment – it is supported by tangible terror-warning information,” Diskin told the ministers. “The element leading this trend is Hamas's military wing,” he added.
Hamas in Judea, Samaria and Gaza “is making every effort to trip up the talks,” Diskin explained. “There is an organizational directive to cause the talks to fail.”
Diskin added, however, that the Fatah-led PA security apparatus in Judea and Samaria is displaying “high motivation” in searching for the perpetrators of the terror attacks in Judea and Samaria, and in preventing more attacks. “The Authority did in fact arrest the perpetrators of the terror attacks,” he said, in a reference to the murderers of four Jews from Beit Haggai two weeks ago.
Senior IDF sources said that the IDF and the Shin Bet are conducting their own investigations into the terror attacks, independently of the PA forces. “There is no cooperation,” a senior security source said. “There is security coordination. The Palestinians' stake in solving the [case of the] shooting and arresting the terrorists is a rather high one.”
Senior IDF sources also claimed that the PA has changed its “revolving door” policy regarding terrorists, and is no longer quietly releasing terrorists soon after pretending to arrest them. Every suspect who is arrested and found to be involved in terror is tried by a new legal system created by the government of Salam Fayyad under the supervision of donor states and the European Union, and is sentenced to prolonged jail time, the IDF sources said
The PA said last week that it had arrested several suspects in the murder of the Beit Haggai residents, and found the car they had used for the attack. The IDF said only that the investigation is ongoing, and that the PA had arrested hundreds of Hamas men after the attack but released some of them after interrogating them.
