There are forces at work within the governments of the U.S.A., Israel, the EU, and elsewhere in the world which "call the shots" as regards the making of foreign and domestic policy. It is standard practice for those governments which present themselves as "democratic" to from time to time hold public hearings, etc. to discuss pros & cons of various viewpoints, but more often than not the smiles, handshakes, and assurances of action are followed in reality by the same policies as before. Other major players in the "foreign aid" racket working hand in glove with governments and world leaders are the World Bank, International Monetary Fund and other organizations similar to them, all with vested interests in continuing with loans and earning interest payments. If and when a borrower nation defaults, they step in and seize major national assets and take control of the debtor nation's finances.
By even suggesting that Israel end its acceptance of foreign aid, you're "stepping on the toes" of the world's most powerful men - people who literally collapse currencies and topple governments with just a phone call. They are not about to consider changing a system which supports them in grand style just because a few well spoken Jews have are making good points in public discussions and debates. At best, they will appoint politicians and underlings with whom they work regularly to agree to meet with the proponents of new ideas, their ulterior motives being to render their opponents "off guard" and therefore more easily betrayed.
If there is to ever be an end to foreign aid to Israel, I believe you will have to have an Israeli government in place which will literally refuse to accept it for any reason, and therein lies the big challenge, for the present "democracy" allows greed and corruption to prevail over good sense and sound government. Elect Chaim Ben Pesach Israeli P.M (not a guarantee of anything if the remaining government system is allowed to stay in place), or topple the current system and replace it with a truly Jewish Government - these are the only possibilities I can suggest.
