Is this a good or bad tactic?
On the one hand, as Rabbi Kahane himself pointed out the biggest enemy of the Jewish presence in the land of Israel are the self-hating leftist Jews.
You could say maybe this tactic would force the leftists to change.
On the other hand, one could say that a few innocent Jews who for one reason or another live in a leftist neighborhood might get hurt if Africans were brought there.
Also could, this trick perhaps be used against the right. Could it be used as justification that even the right wing, allows renting to evil Gentiles from Africa, for political reasons, and so  they will say "we too can rent property to them for our reasons"?

He probably realizes the only way he is in position to throw out the african usurpers is to get these leftists on board with the idea (since his party is very small and marginalized, and the left will cry very loudly about racism regarding this), and the only way to do that is to have some of these leftists live with the african criminals and experience what it's all about, then maybe they'll come around.

The best way for people to see the reality of the situation with that particular type of people is to have contact with them. As an intellectual idea, seeing the reality of racial differences seems offensive, but in the real world, it's a must.

Gentrification is the opposte of ghetto-ization. Gentrification actually makes things better, by raising prices causing many of the worst minorities not to be able to afford to live there.
