Sometimes Hispanic people are also targeted by blacks. There was someone at one of the jobs I worked at who had the promotion she wanted given to a lesser qualified black instead of her, and she wasn't even white. I think maybe it's because they're not considered to be a minority in this area and blacks always seem to be the ones most favored by affirmative action.
