We're used to idiocy and political scoresettling from the Federal Bureau of Incompetence, but this is a new low in stupidity. Apparently schvartze flash-mobs and armies of rapist "occupiers" shutting down cities aren't criminal enterprises, but teenage metalheads are. I guess gangsta-rap fans all have squeaky clean criminal records too. Is something the matter here?

FBI classifies Juggalos as a ‘gang’

The FBI has classified fans of the Detroit-based hip-hop band Insane Clown Posse--who call themselves Juggalos and paint their faces like their heroes--as a violent, fast-growing "gang" worth monitoring. News of the bureau's move first came courtesy of Wired reporter Spencer Ackerman.

The Juggalos are highlighted in the bureau's 2011 National Gang Threat Assessment report as a "non-traditional gangs" alongside the traditional ethnic-based Asian, East African and Caribbean gangs; the report classifies Juggalos among "hybrid gangs" such as the Latin Kings.

According to information from the National Gang Intelligence Center cited in the report, the Juggalos "are rapidly expanding into many U.S. communities" and "engage in criminal activity and violence."

Law enforcement officials in at least 21 states "have identified criminal Juggalo sub-sets," according to the NGIC.

Most crimes committed by Juggalos are sporadic, disorganized, individualistic, and often involve simple assault, personal drug use and possession, petty theft, and vandalism. However, open source reporting suggests that a small number of Juggalos are forming more organized subsets and engaging in more gang-like criminal activity, such as felony assaults, thefts, robberies, and drug sales.

The report states that in January 2011, a suspected Juggalo member shot and wounded a couple in King County, Wash.; in 2010, "two suspected Juggalo associates were charged with beating and robbing an elderly homeless man."

However, FBI specialists note that it can be hard to get a fix on the Juggalos and their whereabouts.  Juggalos' "disorganization and lack of structure within their groups, coupled with their transient nature, makes it difficult to classify them and identify their members and migration patterns."...

I am not following this.  The Jugaloos are a rap band?  They are the ones being labelled as gangsters.  I didn't see anything about heavy metal bands or their fans in the quotes.

No, they are the fans of the rap group... They are often violent and do act stupid... They were in the news last year for throwing things at a woman musician on stage and making obscene comments to her...

History

The term originated during a 1994 live performance by Insane Clown Posse. During the song "The Juggla", Joseph Bruce addressed the audience as Juggalos, and the positive response resulted in Bruce and Joseph Utsler using the word thereafter to refer to themselves and their friends, family, and fans, including other Psychopathic Records artists.[2] The fanbase boomed following the release of their third album, Riddle Box, in 1995, leading Insane Clown Posse to write the songs "What Is A Juggalo?" and "Down With The Clown" for their 1997 album The Great Milenko.[3]

Violence attributed to Juggalos

There have been several incidents of criminal activity attributed to self-identified Juggalos.[10][11][12][13] Some media outlets have attributed the incidents to the music produced by Psychopathic Records. Although Juggalos have denied any connection to gang activity,[6] authorities have classified them as a gang in Utah;[14] Arizona;[6] Monroe County, Pennsylvania;[15][16] and Modesto, California.[17] Because of this, some schools have prohibited students from wearing Insane Clown Posse related paraphernalia.[18][19]

Psychopathic Records and Insane Clown Posse have repeatedly denounced violence within the fandom. Alex Abbiss, former CEO of Psychopathic Records, has suggested that many of the incidents had been committed by crazy individuals that only claim to be Juggalos as an excuse for their actions.[20]

In 2011, the FBI listed Juggalos in its National Gang Threat Assessment, stating that "many Juggalos subsets exhibit gang-like behavior and engage in criminal activity and violence".[21]
