I think Yaron has missed the boat. Why not simply mandate that only IDF veterans (and those that the IDF counts as exempt) are eligible to vote. Who would the IDF make exempt from service? The people that are already exempt from service, that is, some new olim, some women, those who are physically or mentally unable and so on. Jews could still "return", reside, live, study, etc. they just won't be able to steer the elections, OR THE FUNDING.
