 What suggested that? Both Rabbis agree to this as is evident in both their writings (and lectures as well).

Hating Ssadhoqim and Baythosim is not Sinath Hinam. It is a mitzva to hate them.
This is leaving aside the question if for pragmatic reasons, we should ignore the internal enemies of Israel, if it will weaken our hand against the external empires that threaten Israel.
