WI VP Yosef Biden yet become POTUS?

Although Yosef Biden has announced that he's not running in 2016, he's still in with a chance!

If Obama was ousted/resigned/dies/taken out right now, VP Biden becomes POTUS.

How would you expect the USA to look a year from now under a President Biden: any different from today?!
