Can you clarify the meaning of "one who is promoted to a high position"?

Please tell us your opinion of the late Colin Powell. My is is that he is responsible for the unnecessary Iraq war which caused over 150,000 casualties. Then  in 2008 he put race before country when he endorsed. obama. Colin Powell was a racist who hated white people, and his death did make me shed one tear.
