This is a revolting display of incompetence, especially the part where the dispatcher tells the guy to walk down and get the cops himself ("we're changing a tire" was their verbatim response).

I mean, what if that guy was a rapist or a meth fiend or something?

You should be trained to use anything as a weapon a friggin stick with a damn nail it would do  O0
