He voted against a NON-BINDING resolution to declare the Iranian Revolutionary Guards a terrorist organization.  He was against it.

Joe Biden vilified Clarence Thomas. If Biden considered Thomas to be unqualified for the Supreme Court, Thomas was much more qualified for that than Obama is for the presidency.
