He was talking to Katie Couric.  She had no clue and didn't correct him.

If Sarah had said that ...the Media would be tearing her apart
day and night.

   Joe Biden must be from a parallel universe,    like in the TV series,  " Sliders".    How else can one explain this individual's consistent buffoonery.
