   I used to live in New York and this used to happen frequently on the subway. The difference is that the New York City subways also has normal people riding it.

Here are some facts about Nafiza Ziyad. She had a prior arrest record and was on probation as the incident happened. She refused to report to officers when she was supposed to and served none of the community service she was supposed to. She was taken to the DeCalb County Jail because of this.

I wouldn't be surprised if she was let out by now or if she has done anything else to get arrested again. I'm just wondering why this was not considered a hate crime.

Her natural habitat should be the inside of a padded cell...
No! That's too good for her.  A JAIL CELL is more appropriate.
