Is it possible to buy like an M4 by piece? Get like a kit, buy the upper barrel, get a 85% receiver etc so one can loophole the whole communist anti-gun law?

I think the M4 is banned by name as well as features in NYC, i'm not sure about that, if so, you would probably need 10 round magazines, a full stock, no flashhider and no pistol grip or bayonet lug.
