I believe you click on a category and you leave the address of the blog you want to nominate in the comments. 

When it comes time to vote for your favorite blogs, I'm sure the site will be clearer.  Thanks.

Yes.  I believe you can.  And once the nominations are in, you can vote for the finalists once a day, every day.
