I say Saudi Arabia, followed closely by Iran and Pakistan (after what those devils did to HaRav Holtzberg and his wife zt"l).

Saudi Arabia since they have the most money and oil and therefore influence to make western nations either turn the other cheek or simply do their evil deeds for them...if not a crazy muslim.
