"For it is written that a son of Arabia would awaken a fearsome Eagle. The wrath of the Eagle would be felt throughout the lands of Allah and Lo,
While some of the people trembled in despair still more rejoiced: for the wrath of the Eagle cleansed the lands of Allah and there was
Peace."

That verse is number 9.11 of the Quran.

It's talking about people that have been subdued by Muslims.  If you read a bit before that, you find this:

I think you still could argue that this verse has some significance in relation to 9/11: 9/11 was about subduing America, so is Sura 9:11.

But then again, there are over a hundred Jihadist verses in the Quran.
