If Obama broke the law, and Internet gambling is illegal, he can be impeached for "high crimes or misdemeanors" and removed from office.
A Minnesota law enforcement agency is on record as saying that the "Dinner with Barack" lottery violated that state's laws, which would probably make it a violation of the U.S. Code's provisions against illegal Internet gambling. Obama personally signed one of these solicitations and did a video to advertise one, thus making himself a direct party to any violation that occurred--for which he can be impeached.
All it takes is one Member of Congress to put this into motion.
