Title: Are Rabbinical Council of America recognized by chief rabbinite in Israel?

Doing some research on making Aliyah, my Rabbi Jay Karzen is a member of the Orthodox Rabbinical Council of America. Apparently he lives in Jerusalem now, does anyone know if this organization is recognized by the Chief Rabbinite?
