He means that they are part of a tiny heretical group of Judaism that doesn't believe in the oral law and only practice the written law.  I think there are only a few hundred of these guys left since they basically all assimilated.

How are you able to tell that the author of the site is part of a heretical group?  Are they anti-zionists like the Iran sympathizers who went to the Holocaust denying conference?
