Both are pretty dangerous places. I wouldn't recommend anyone going to either place.

I had have an aunt that lived in Caracas Venezuela for a few years back in the 1970's... They lived in a gated community that was owned by Firestone or some other large company... Americans who were working there even for other companies were allowed to rent housing there... The place was unsafe back then and the threat of riot and civil war  was always present... It got so bad that after a few years most of the American companies doing business there had to pull their people out. It seems that nothing has improved in the years since.

Colombia, which is in the midst of a brutal civil war perpetrated by Marxists, is safer than Chavez' Venezuela.

South Africa is a whole country, Caracas is just a city, you can't really compare
