If the purpose is for 'nation building' then I think it is a big waste. These backward islamic apes don't know the first thing about civilized society and I sure as heck don't expect them to be able to act as anything other than a third-world nation. But I believe it should be essentially the front of the war against islamism.

If they think they can bring about civilization without the civilized, especially condering ones that believe their barbarcy to be supeior to civil behaviour, they might have more luck fishing in the desert or replacing the national goat beauty queen with a woman this year.

2. What if they were arresting terrorists, and radical imams, would that be a waste?

I didn't know there was such thing as fourth world. I though Afghanistan was just considered third world.
