On the one hand the polar bear is evolving and learning the use of tools. On the other hand the polar bear is getting extinct.

You're right that is an example of animal tool use. I think a lot of animals are smarter than we give them credit for. Now when we really need to be scared is when bears figure out that by smashing one stone against another they can create sharp flakes.
