but hasn't there been a continuous palestinian operation against Israel? What will change?

The Arabs can always come up with an excuse to carry out terror attacks, but it's business as usual here in Israel.

Sounds like a confession from assad that he is not able to attack Israel himself currently and is desperately asking others to do it for him.  Utter desperation.
