They're lying just to keep face to a Jew. Within Arab culture, lying is a way of life.

They somehow manage to turn everything into some kind of "insult" to them by Jews.    "Where would you get the money from?"   "Why should I leave?  Why should you tell me to leave?"     Just answer the question, tool.   

They would answer much differently if it was real money in front of their face that they could receive as opposed to talking in hypotheticals.   The hypothetical allows them to posture against Jews as they always do playing the taqiya and propaganda games instead of actually addressing whether they are happy where they are.  They are so consumed with hatred of Jews and so enraged by the presence of Jewish infidel dominion over Middle East land that some of them really would turn down a million dollars because they would rather stay to fight the Jews and try to vanquish them God forbid.   Because for many of them, that is truly all that they live for.

Money alone wouldn't be enough. It has to be a combination of making them very uncomfortable about staying there and offering a way out.

Those who have a comfortable lifestyle with enough food and clothing have no real reason to leave. Make their lives uncomfortable and they will be more likely to take the offer.

The fact is many of the "owners" (= squaters) of real estate even in the old city of Jerusalem and in Hebron are willing to move away for a price and arrangement to leave in secrete to flea form retribution.
