Title: Is this true? CALEA Act of 1994 already allows full govt surveillance of all?

Is this true?   And is the media "outrage" over the so-called AP scandal simply contrived and fake - a powerplay by the media to try to exempt itself from the unconstitutional "laws" all other americans are subject to?
