What is the origin of "No Justice, No Peace"?

it's a phrase that congressperson Maxine Waters of California used while inciting the riot following the aquittal of the police officers who beat Rodney King after a high speed pursuit resulted in Mr king resisting arrest. Mr king was clearly abused but the city was worsely abused and 52 people murdered as a result of the ensuing riot which was instigated by this congressperson Ms Waters. somehow she is still in office.

The liberal sluts that someone posted the video about in Philadelphia also use that term but replace peace with chickpeas.
