Title: Changing your IP address or using a proxy could now be against the law

Does that mean if CNN bans you for posting on disqus and you come back your in violation of the law?

Wow! That is unbelievable. Almost everyone's IP address changes all the time unless they pay extra.

How would they enforce this?
We ran out of IPs over 15 years ago.
Do we have 6 billion IP addresses?
