Man Arrested for 'Helicoptering' Penis in Front of Woman

INDIANAPOLIS - A 34-year-old man was arrested on Tuesday on charges of public indecency, resisting law enforcement, criminal confinement and battery, after reportedly "swinging" his genitals at two women on the street.
Police said the two women flagged down a Metro officer. One of the victims, a 29-year-old woman, told the officer that Harvell approached her from behind and grabbed her by the arm as she walked on the sidewalk. According to the police report, the woman said the man had his penis out of his pants and was, and I quote, "swinging it about in a rotary helicopter motion."
The report also states that Harvell said he had a gun and that the woman was coming with him.
Police said, the responding officer along with an additional Metro officer caught up to Harvell after a brief foot chase. He was reportedly attempting to get into his car when officers got to him. According to police, Harvell told the officers he had approached the victim to discuss a "financial dispute," although the woman said they were not acquainted.
Harvell was arrested...and also ticketed for parking too close to a fire hydrant.
