EXACTLY!! When I was 16 it would have been a dream come true for me to be "raped" by this lady. Maybe it shows poor character or maybe it shows honesty.... but nonetheless it is still wrong. Charging her with rape and putting her on the same level as a real hardcore rapist is wrong as well. Also, it risks fostering an attitude where when people hear rape they think it is just another frivolous claim and isn't that bad.

Why would he complain?

three possibilities....

1. he is gay
2. he is muslim and was saving himself for his infant sister... waiting till she turns 6
3. he is saving his virginity for his pet goat... or either upset about being unfaithful to his goat
