In the Hebrew article above, Rabbi Lior says, not only while the terrorist is in the middle of his act is it permissible to kill him, but even after he has been stopped, it is still permissible to kill him.

Not only is it permissable it is a great Mitzah. I only wish we had more Rabbis as pure as Rav Lior zt'l.
