No its not. Recently I read the article "Israel - The settlements are not illegal" by Arthur Cohen in the magazine CICERO. He pointed out, that Jews are allowed to settle in ALL parts of the British Palestine. It is written in the resolution of San Remo in 1920.

And in the article of Arutz Sheva is mentioned too, that by the settlements no Arabs were relocated. The Jews took only areas, where nobody lived. So there is no violation.

In the end are double standards and antisemitism left.
