He claims the yesha counsil and establishment rabbis (in particular Aviner) collaborated and coordinate with the police and shabak. Basically make a show while deceiving and manipulating the crowed to make life easier for the  po-lice.
In addition he describes how the shabak instigates illegal actions (road blocking, tire burning), then they claim in the media that they thwarted a dangerous reckless protest by the extremists.
