The stolen property doesn't belong with the Arabs. The so-called leaders are evil if they say it has to be returned to where it was found if no one claims it. It's possible it was stolen from people murdered on Shemini Atzeret.

It's like the evil people that wanted to send stolen Jewish objects back to Iraq after they were taken in the Iraq War.

You don't apply a civil law code to the enemy in war time.  If Israel had decent leaders, all land from the Nile to the Euphrates would be considered "Judaica", and Arab squatters would be either killed or expelled to any remaining Arab countries.
