Should the rich Jew help to the poor Jew financially and other ways ? or not a Jew and if a person unfortunately cannot repay because of it's situation should he be forgiven

Yes, especially when he would otherwise give his money to garbage causes like AIDs in Africa, and helping black people in the U.S. and there are poor and elderly Jews in the U.S. and poor Russian Jews who can't afford to make aliyah.  Poor Russian Jews are mostly helped in coming to Israel by Christian American gentiles and rich American Jews for the most part don't invest a dime in them.

This is an unfair question....both yes and no....

The best way a Jew can help another poor Jew is getting him/her a job.

the second best way is to randomly help a poor Jew financially...for the giver and the givee not know each other.
