Israel pulling back even when non Jewish residents want them.

Is this a psychological condition that Israel keeps withdrawing from everything.  Here the non Jewish residents prefer being part of Israel to becoming part of Syria.  And why does this land belong to Syria, if Israel took it from Lebanon?
