Unfortunately this is smoke and mirrors as the demographers of both sides always try to play people for fools.  Yes, the Jewish birthrate is up, and the Arab birthrate went down, relative to their own prior numbers, BUT THE ARAB BIRTHRATE IS STILL HIGHER THAN THE JEWISH ONE, AND THAT ALONE DETERMINES POPULATION DYNAMICS.

They are giving you a relative change and celebrating it as a victory.  The absolute number is still higher for the arabs.   

The arab demographers usually lie by saying there are 500 billion trillion arabs living in west bank and gaza, to promote their statehood.     The Israeli demographers unfortunately also lure people into a false sense of security by a boomerang effect in the other direction.  They try to convince people the Jewish population is growing faster than the arab one, but it simply is NOT.
