When the Jew is in Galut amongst the goyim, there's a time to do things on the quiet.

When the Jew is in Eretz Yisrael - yad Yisrael b'tokef - there is a time to do things with maximum fanfare to publicize the Kiddush Hashem & His mastery over the Earth: this was R.Kahane's fearless shitta - to literally be in the world's face.

Apparently the Lubavitcher Rebbe held that even in Israel, things should still be done shtillig - on the quiet - Galut style, without enraging or agitating the gentiles

9 out of ten times, the less said the better.  And I always try to follow that rule when dealing with people.   Sometimes I mess up. 

Except with Rabbi Kahane.  He's the exception to the rule.  He was one of kind.
